Lucila Novaro Couttolenc is an economist with a strong focus on social justice, public policy implementation, and monitoring, evaluation, accountability, and learning (MEAL) through a gender lens. Her work sits at the intersection of data, policy, and lived experience, with a particular commitment to improving institutional responses to inequality and gender-based violence in Latin America. Lucila has worked across research, evaluation, and policy implementation roles, supporting projects in education, justice systems, labor markets, and housing. She is currently a MEAL Coordinator on a STEM education initiative, where she leads the design and implementation of learning systems to track impact, strengthen accountability, and inform adaptive programming. Her work emphasizes the ethical use of data to improve program effectiveness while remaining responsive to community realities. Previously, Lucila supported evaluation and fieldwork within state Attorney General Offices and Women’s Justice Centers in Mexico, contributing to efforts to improve user-centered service delivery and strengthen evaluation cultures within public institutions. Her experience also includes socioeconomic research and economic analysis with think tanks and international organizations, including work on labor force participation, childcare policy, housing access, and regional economic trends. Lucila has contributed to public policy research presented at regional forums and collaborated on studies examining how access to care infrastructure shapes women’s economic participation. Her analytical work combines quantitative and qualitative methods, and she brings particular expertise in data analysis, visualization, and policy-oriented research using tools such as R, Stata, and Python. She is a scholarship recipient of a specialized program on data-driven approaches to preventing and addressing gender-based violence, where she deepened her skills in gender-responsive data analysis. Lucila holds a Bachelor’s degree in Economics from Tecnológico de Monterrey and completed advanced coursework in economics and social justice at the University of California, Berkeley. Based in Mexico City, she works in Spanish, English, and German, and is committed to using evidence to advance more just, accountable, and gender-responsive public policy.
